Construction has commenced on a new 193-home affordable and social housing development at Golding Green in Kinsealy, north County Dublin, with the Land Development Agency (LDA) appointing Lydon as development partner for the project.

The scheme will be delivered in a single phase, with all homes expected to be completed by 2028. The development comprises 123 three-bedroom houses, 30 two-bedroom houses, 20 three-bedroom duplex homes and 20 two-bedroom apartments. All homes will be A-rated, with the duplex units incorporating private balconies and terraces.

The project is being developed on land formerly owned by Teagasc, which was transferred to the LDA as part of the State agency’s programme to unlock publicly owned land for housing delivery. The homes will be split between affordable purchase and social housing, with the affordable units to be sold through Fingal County Council’s Local Authority Affordable Purchase Scheme.

In addition to housing, the development includes a range of community infrastructure and amenities, including a crèche, public open spaces, a football pitch, new pedestrian connections and a cycle greenway.

Located between Clarehall and Malahide, the site benefits from established transport links, including bus services along the Malahide Road corridor and access to the DART network via Portmarnock station. Residents will also have access to existing retail, education and community facilities in the surrounding area.

Planning for the development was submitted in February 2025 following public consultation carried out under the LDA’s Community and Stakeholder Engagement Strategy.

The project forms part of a wider LDA housing delivery programme across Fingal. The agency said construction is currently underway on more than 1,100 homes at Hampton Demesne in Balbriggan and Priory Fields in Skerries, while plans continue to advance for the strategic Lissenhall site near Swords, which has the potential to accommodate approximately 6,000 homes.

Mayor of Fingal, Cllr Tom O’Leary, welcomed the commencement of works, describing the development as an important milestone in delivering affordable, high-quality and sustainable housing in the county. He highlighted the combination of energy-efficient homes and community amenities as key elements in creating a long-term residential neighbourhood.

Minister for Housing, Local Government and Heritage James Browne said the project demonstrated the Government’s focus on increasing housing supply and improving affordability through the effective use of State-owned land. He said developments such as Golding Green are central to efforts to deliver sustainable communities alongside supporting infrastructure.

LDA Chief Executive John Coleman said the start of construction represented another significant step in the agency’s programme to increase the supply of affordable and social housing at scale. He said the project reflected the strong partnership between the LDA, Fingal County Council and delivery partners.

Fingal County Council Chief Executive AnnMarie Farrelly said the development would build on the council’s recent progress in affordable housing delivery and noted the importance of providing community infrastructure alongside new homes.

Anthony Lydon, Director of Lydon, said the company was committed to delivering high-quality, energy-efficient homes and progressing construction efficiently in partnership with the LDA and local stakeholders.

The start of construction at Golding Green adds almost 200 homes to the growing pipeline of State-backed housing developments across north Dublin as efforts continue to accelerate delivery on public lands.
