Cumming Group expands Irish infrastructure advisory business with OutForm merger
Dublin-headquartered OutForm Consulting joins international project and cost management group as infrastructure investment drives demand for early-stage programme and digital advisory services

Cumming Group has expanded its infrastructure advisory capabilities in Ireland and the UK through a merger with Dublin-headquartered OutForm Consulting.
Founded in 2018, OutForm operates across the infrastructure sector, providing advisory services covering planning, programme delivery, performance improvement and digital innovation throughout the asset lifecycle.
The business has offices in Dublin, Belfast and Edinburgh and works with senior infrastructure leaders across the water, transport and energy sectors, including during the early planning and programme development stages of major capital investments.
The merger will broaden Cumming Group’s capabilities at the front end of infrastructure programmes, covering strategic planning and programme setup before projects move into delivery, as well as longer-term operational and performance improvement.
The companies said the combined business will provide clients with expertise spanning organisational capability, operational effectiveness and digitally enabled performance alongside Cumming Group’s wider project and programme services.
The deal comes as infrastructure investment continues across Ireland and the UK, with ageing assets, higher regulatory requirements and the modernisation of energy, water and transport networks increasing the need for programme planning and delivery expertise.
In Ireland, the transaction also comes during a period of significant planned State infrastructure spending. The revised National Development Plan published in 2025 provided for €275.4 billion of capital investment between 2026 and 2035, creating a substantial pipeline across housing-enabling infrastructure, transport, water and energy.
OutForm founder Brian Thompson will remain Managing Director of the business and will take a leadership role within Cumming Group’s international infrastructure operations.
Thompson said joining Cumming Group would allow OutForm to expand its work by combining its strategic and digital expertise with the international group’s wider platform.
Cumming Group CEO of UK and Europe Craig Maunder said OutForm’s strategic and digital capabilities would strengthen the group’s ability to work with infrastructure clients before projects reach the construction stage and throughout the investment lifecycle.
The merger adds an established Irish advisory operation to Cumming Group at a time when the scale of Ireland’s planned infrastructure pipeline is increasing demand not only for construction capacity, but for the early-stage planning, programme management and delivery structures required to move capital projects into execution.
