Developer-led wastewater scheme launched to unlock housing in towns and villages

Developer-led wastewater scheme launched to unlock housing in towns and villages

New regulations allow developers to deliver wastewater infrastructure to accelerate housing supply

A new developer-led wastewater infrastructure initiative aimed at accelerating housing delivery in towns and villages has moved into implementation following the signing of regulations by the Minister for Housing, Local Government and Heritage, James Browne.

The Developer-Led Wastewater Services Infrastructure initiative, approved by Government in November 2025, is designed to address wastewater capacity constraints that have delayed or prevented housing developments, particularly in rural settlements.

The Department of Housing confirmed that the policy has now moved from approval to operational rollout after detailed arrangements were agreed with Uisce Éireann and the Environmental Protection Agency (EPA).

Minister Browne said wastewater treatment capacity has been a barrier to residential development in many locations.

“Wastewater capacity has been a barrier to housing in many towns and villages. Today, we are removing an important barrier. This initiative provides a clear and workable route to unlock housing where constraints in wastewater capacity and avoidable delays have slowed delivery, while safeguarding environmental and public health standards,” he said.

“By driving wastewater capacity where it is needed most, we are supporting balanced regional development and sustainable communities across the country.”

Under the scheme, developers working in partnership with Uisce Éireann will design and construct wastewater treatment infrastructure required to serve new housing developments. Once completed, the systems will transfer to Uisce Éireann, which will take responsibility for operation, maintenance and regulatory compliance.

The new regulations also introduce a streamlined registration system for smaller developments of up to 40 homes or a population equivalent of 150 people.

Eligible discharges from these developments will be governed by new General Binding Rules, removing the requirement for individual site-specific licences while maintaining environmental and public health standards. Projects exceeding this threshold will continue to follow the standard EPA environmental authorisation process.

Uisce Éireann will support developers through the process, from early engagement and planning stages through construction and final handover of infrastructure.

Nature-based treatment systems are expected to form the most common technical solution under the initiative. These systems rely on natural processes involving plants, soils, microorganisms and hydrological systems to treat wastewater, either instead of or alongside conventional mechanical treatment plants.

Minister Browne said the initiative is intended to provide developers with a clear delivery pathway while ensuring that wastewater systems ultimately remain within the public network.

“This innovative Developer-Led Wastewater Services Infrastructure initiative gives developers a clear pathway to deliver high-quality wastewater systems in partnership with Uisce Éireann, with completed projects transferred into public ownership,” he said.

“This collaborative approach accelerates delivery while ensuring the highest standards are maintained. Crucially, this initiative provides another intervention in our overall push to deliver 300,000 new homes by 2030 under our Housing Action Plan Delivering Homes Building Communities.”

The Department of Housing said further implementation guidance will be issued in the coming weeks. A procedural advice note and circular will be circulated to planning authorities to support consistent national application of the framework.

Uisce Éireann and the EPA will also publish technical guidance outlining design standards and regulatory compliance requirements for developers participating in the scheme.

From today, Uisce Éireann has established a dedicated team to support developers through the process, providing assistance from initial enquiry through planning, construction and transfer of completed infrastructure into public ownership.
