All new-build social housing projects with a value of up to €200m will move to a single approval process from January 2026, following reforms announced by the Minister for Housing, Local Government and Heritage, James Browne TD.
The new system replaces the existing four-stage and single-stage approval pathways with one consolidated process. The Department said this will remove unnecessary delays, simplify decision-making and create a clearer route from project proposal to construction.
Standardised design and specifications will be embedded across all qualifying projects. The approach is intended to maximise efficiency, improve consistency and deliver better value for money, while also supporting increased use of modern methods of construction.
According to the Department, the streamlined process will eliminate the need for multiple detailed submissions and reviews at different points in the project lifecycle. This is expected to result in faster sign-off of proposals and shorter delivery timelines for new social homes.
Minister Browne said the reforms are aimed at accelerating delivery by reducing bureaucracy and embedding standardisation across the system. He noted that more than 19,000 new-build social homes have been added since 2023, the highest level in a generation, but said further acceleration is required, particularly in local authority-led delivery.
The changes align with the Government’s Housing Action Plan, Delivering Homes, Building Communities, which targets an increase in average annual social housing delivery from around 8,000 homes to 12,000 homes. The plan commits to delivering 72,000 new social homes over its lifetime.
The Department said the new approval framework is a key measure to support local authorities in scaling up output and delivering high-quality social housing more quickly.
