The Government has approved the Preliminary Business Case for a major upgrade of the Bunlicky Waste Water Treatment Plant in Limerick City, paving the way for an investment of more than €250 million by Uisce Éireann. The project is one of the largest single water infrastructure investments in the mid-west region.

The approval covers the upgrade of the existing wastewater treatment plant and the development of an associated bioresource centre. The Bunlicky facility has been in operation since the early 2000s and has been identified as a priority for expansion to meet the needs of Limerick’s growing population and planned development.

Announcing the decision, the Minister for Housing, Local Government and Heritage, James Browne TD, said the project is critical to delivering housing targets set out in the Government’s Housing Action Plan, Delivering Homes, Building Communities. He noted that Limerick’s population is projected to grow by 50 per cent by 2040, with upgraded wastewater capacity essential to supporting new homes and wider urban growth.

Minister Browne also pointed to the revised National Development Plan, under which €12.2 billion is being invested in the water sector, with the majority allocated to Uisce Éireann. He said the Limerick project demonstrates how strategic water infrastructure investment can support regional development.

Minister of State for Older People and Housing, Kieran O’Donnell TD, said the Bunlicky upgrade will provide capacity for further housing, economic and industrial development. He added that the project is expected to support employment during the construction phase and strengthen the long-term growth prospects of Limerick City and the wider mid-west.

Uisce Éireann chief executive Niall Gleeson welcomed the Government’s approval and confirmed that the utility has begun non-statutory engagement with local residents and stakeholders. He said the project will deliver a modern wastewater treatment plant using current engineering, sustainability and innovative technologies, helping to ensure the region is prepared for growth over the coming decades.

Uisce Éireann will now progress a Detailed Business Case, followed by a Final Business Case, which will confirm the full project cost following planning and procurement. A planning application is expected to be submitted to An Coimisiún Pleanála in the coming months. Subject to statutory approvals, construction is currently scheduled to commence in 2028.
