Ireland Sets EU Transport Agenda with Focus on Competitiveness, Infrastructure and Decarbonisation
Minister Seán Canney outlines six-month Presidency priorities as EU advances legislation on vehicle standards, freight, rail and transport resilience

Ireland has formally outlined its transport priorities for its Presidency of the Council of the European Union, with competitiveness, infrastructure resilience, decarbonisation and transport connectivity at the centre of its agenda for the next six months.
Minister of State with responsibility for International and Road Transport, Logistics, Rail and Ports, Seán Canney, presented Ireland’s transport priorities to the European Parliament’s Committee on Transport and Tourism (TRAN) in Brussels on 15 July, alongside Minister for Enterprise, Tourism and Employment Peter Burke. The presentation was followed by discussions with Members of the European Parliament on the legislative programme that Ireland will seek to advance during its Presidency.
For Ireland’s construction, infrastructure and logistics sectors, the Presidency provides an opportunity to influence European legislation that will shape future investment in roads, ports, freight, rail and low-carbon transport systems.
Minister Canney said Ireland’s transport programme would be guided by four principal themes: transport as an enabler of competitiveness, decarbonisation and a just transition, delivering for citizens, and building a safe, secure and resilient transport network. These align with Ireland’s broader EU Presidency priorities of competitiveness, values and security.
The Presidency arrives at a significant time for European transport policy as the EU seeks to strengthen economic competitiveness while accelerating investment in cleaner transport systems and modern infrastructure.
Among the key legislative files expected to progress during Ireland’s Presidency is the Roadworthiness Package, which proposes updated vehicle inspection requirements aimed at improving road safety and modernising testing regimes across Member States.
Negotiations will also continue on revisions to the Weights and Dimensions Directive, which governs the maximum permitted dimensions and weights of heavy goods vehicles operating across the European Union. The legislation has particular relevance for freight operators, logistics companies, infrastructure planners and vehicle manufacturers as Europe seeks to balance freight efficiency with road safety and decarbonisation objectives.
Another major legislative priority is the Automotive Package, which includes proposals to review CO₂ emissions standards for cars and vans, measures to accelerate the transition to cleaner corporate vehicle fleets and broader regulatory simplification intended to improve the competitiveness of Europe’s automotive industry.
The transport agenda complements wider EU efforts to improve critical infrastructure delivery, strengthen supply chains and enhance resilience across Member States while supporting the transition towards lower-emission transport systems.
Addressing the Committee, Minister Canney said the European Parliament would play a central role in delivering the Presidency’s ambitions through its co-legislative role alongside the Council.
He said the committee session provided an opportunity to hear directly from Members of the European Parliament and to build consensus on advancing key transport priorities over the coming months.
Ireland’s Presidency runs until the end of December 2026 before passing to Lithuania for the first half of 2027, followed by Greece during the second half of next year. The Government said it would work to ensure continuity across all three Presidencies as negotiations continue on several significant transport and infrastructure files.
